so, I would like to get the “EUROPE MALE FORI” string for my.UTF16BE encoding (which is what the file actually is, ASCII, UTF8 and UTF16 all give the same result, but.UTF16BE offers best results).
Apparently the server is using the wrong locale, so the data is truncated. It can’t tell whether the data is in the right encoding, because it has no way of knowing what the locale is. It assumes the client is in English-US, so it munches the data.
Locales are a great feature, but they’re often misused. Are you sure that all data you have to offer is in the right locale? After all, Europeans don’t use a – as a decimal separator; and some people don’t even use a comma as a decimal separator.
If the data is truly in the wrong locale, then your only option is to muck around with the transfer protocol to send the data in the correct format. It may be possible to distinguish between where the locale ends, and where the data ends; but it’ll involve some analysis. (Presumably, this is what you’re doing by encoding it into UTF-16BE?)
If you don’t have any opportunity to alter the data, then you need to analyse the data to identify which characters are supposed to be there, and which ones are empty. In your case, you may find that the data is identical in European and US formats; so you don’t need to worry about the format. If it isn’t, then you need to analyse the data to see how much of it there is.
