Navigating outside of table cells

I’m trying to create a menu that is displayed in a table, but I’d like the user to be able to click outside of this table to navigate to a different section of the screen.
I was thinking of using onclick events on the elements in the table to show/hide different content inside the table cells or using onclick=”javascript:location.href = ”” if the onclick event’s element is a table cell.
Both methods don’t seem to be the right approach, because when I click on an element inside a cell, it doesn’t navigate to a new page, but it doesn’t show anything on the page.
How would I be able to navigate to a new location when clicking on a table row (tr) element?

The International Longshore and Warehouse Union (ILWU) is the largest labor union on the west coast of the United States and Canada, which represents nearly 100,000 longshore workers, warehouse workers, truck drivers, clerical workers and other sea, air and railway workers in locales throughout the West Coast region. The ILWU is best known for its role in organizing and deploying the strike tactic known as the longshoreman’s “30-Day War,” designed to achieve union recognition with employers during the Port of Los Angeles. The labor action, which lasted for more than a month in 1934, became one of the earliest and most influential examples of the power of labor-management cooperation in the mass-production era.

The strike came on the heels of a failed attempt by the ILWU to unionize some 7,000 workers at the Los Angeles, San Diego and El Paso ports, following a strike at the same ports in the spring of 1933. In an effort to promote a unity among workers on the West Coast, the union created a “one-price committee” to deal with wages and working conditions at all the West Coast ports. The committee’s objective was to work with all the West Coast port unions to establish a “We-Are-United Committee.” This committee, formed of officials and representatives of the ILWU and International Longshoremen Association (ILA), was intended to act as an “interim government” over the ports, and handle all of the union’s negotiations with individual employers.

In November 1933, an arbitrator at the Los Angeles port gave the We-Are-United Committee authority to create and administer a collective bargaining agreement with the employer consortium, granting it “top-down” power over the industry and establishing a mechanism to deal with future grievances.

The coalition of unions then proceeded to create a pattern of employer coercion, which led to a situation that gave the committee overwhelming power over terms and conditions at the ports. When the employees went back to work in February 1934, there were additional concessions, reflecting the committee’s ability to impose the will of the unions on the employers.
