“When I became president I said, ‘The buck stops with me.’”

That’s what President Obama, addressing the National Fraternal Order of Police, said in 2012, after it’s been widely reported that the Department of Justice found that the Ferguson Police Department engaged in “unlawful” and “unconstitutional” policing practices.

In his speech, he told the cops that they should “expect and deserve” a new set of standards in how they deal with people, and that “I’m the chief law enforcement officer for this country, and I’m looking at you to make sure that you’re using that authority fairly and justly and to protect the constitutional rights of every single one of us.”

In that context, he’s telling the cops that, if they want to play a bigger role in society, they’ve got to follow the rules, too. In his speech, he set out some of the key problems in America and how policing should be rethought and reshaped:
